Ministry Gives Mining Title Holders Until August 30 to Regularise Obligations

The Ministry of Mines and Mining Development has directed all mining title holders and operators to regularise their outstanding statutory obligations by 30 August 2026, warning that failure to comply could result in the forfeiture of mining titles as Government steps up efforts to strengthen compliance and governance in the sector.

In a public notice issued on 10 July 2026, Permanent Secretary Dr Thomas Utete Wushe urged stakeholders to settle all outstanding obligations within the stipulated period and visit their respective Provincial Mining Offices to obtain invoices and complete the regularisation process.

"All mining title holders and operators are hereby advised to regularise their outstanding obligations on or before 30 August 2026. Failure to comply within the stipulated timeframe may result in the forfeiture of mining titles," the notice reads.

The ministry also instructed mining stakeholders to engage their Provincial Mining Offices for clarification of outstanding payments and other compliance requirements before the deadline.

The compliance exercise forms part of Government's broader drive to modernise mining administration, improve accountability and enhance revenue collection from one of Zimbabwe's key economic sectors. Authorities say the initiative is aligned with the ministry's strategic priorities of resource identification and geological mapping, value addition and beneficiation, modernised governance and regulation, formalisation and empowerment, as well as sustainability and revenue maximisation.

The latest directive comes as Government continues implementing reforms aimed at creating a more transparent and efficient mining industry while ensuring that all holders of mining rights meet their legal and financial obligations. Officials have repeatedly emphasised that improved compliance is critical to achieving Zimbabwe's long-term mining sector growth targets and strengthening investor confidence.

Mining operators have therefore been encouraged to complete the regularisation process well before the deadline to avoid penalties, including the possible cancellation of their mining titles.
